Technical and Environmental Audit
The main output from the project
will be the successful closure and rehabilitation of the 20 mines included in
the Project. The specific goal of the TECHNICAL AND ENVIRONMENTAL AUDIT package
is to assure that works are carried out to the best international standards and
a 'walk-away' closure is achieved at all the mines.

Scope of the Services
The specific tasks required from the Consultants are to:
Technical audit:
1. provide written confirmation that each Technical Mine Closure Project has been completed in line with the best practice in the industry;
2. review and advice on the acceptability of the closure plans, remediation of tailing dams, re-contouring of waste dams a.s.o.
3. provide expertise for all works for each site including open pits, tailing dams, washing plants and mines;
4. provide expertise during the defects liability period and post-defects liability period.
Environmental audit:
5. identify environmental and safety issues;
6. propose a priority based mitigation program to address those issues;
7. provide cost estimates (capital and operating) for each of the mitigating measures;
8. prepare a monitoring program to assess the effectiveness of the mitigation program (including costs). Include and “after care” monitoring requirements.

Training
The Consultant shall provide on-the-job training for Romanian specialists identified by the PMU, as follows:
· approx. 2 representatives of each Engineer registered in the Ministry of Economy and Commerce (MEC) data base;
· approx. 2 representatives of each Contractor registered in the Ministry of Economy and Commerce (MEC) data base;
· approx. 2 representatives of each Designer registered in the Ministry of Economy and Commerce (MEC) data base.
The total estimated number of trainees is 80.
The training program to be proposed by the Consultant will focus on specificities of mine closure and environmental rehabilitation in case of:
9. hard coal mines and processing plants (Valea de Brazi mine, Iscroni mine, Livezeni processing plant, Lupeni processing plant, Petrila processing plant and Uricani processing plant).

10. large open pit located in protected area (Calimani open pit).
Closure and environmental remediation works at Calimani are expected to commence in 2006 and to be completed by 2009.
11. mineral mine and especially preparation plant and tailing dam (Baia de Aries mine).
Closure and environmental remediation works at Baia de Aries is estimated to commence in 2006 and to be completed by 2007.
Training sessions will be organized at mines sites for each of the above-mentioned mines during the preparation and execution of closure and environmental remediation works and will refer to closure and environmental remediation issues specific for each mine.
During training sessions the following topics will be also discussed:
· the FIDIC conditions of contract with a special focus on areas that proved to be more difficult (variations, method of measurement etc.);
· Engineer’s rights and responsibilities as representative of the Employer;
· rights and responsibilities of the Designer, Contractor and Engineer with respect to the implementation of the mine closure and environmental rehabilitation contract.
